PEOPLE – A year ago, David Spade owned up that he and Heather Locklear had been an item – only then they became friends, and now she’s a friend in need. “I texted her to check on her,” Spade, 44, said Saturday night in Santa Monica at the annual benefit dinner and concert for the Lili Claire Foundation (which helps children living with neurogenetic conditions), about Locklear, who was arrested on suspicion of driving under the influence.
In July, Locklear left a treatment center, where she dealt with anxiety and depression. “I think things get blown out a lot of proportion,” said Spade. “She’s always solid and always a great person. And I think people understand she’s in a tough situation and she does her best.”
When it comes to Locklear, 47, Sapde says, “I think there’s no one that doesn’t feel for her or have nice things to say about her in my experience.”
TMZ – This is the craziest story ever. The woman who called 911 on Heather Locklear is a former Us Weekly staffer who was under investigation by the FBI — and she’s the one who tipped off the paparazzi!
Jill Ishkanian, who allegedly hacked into Us Weekly’s computer system to locate celebs after she left the mag, was following Locklear in the Montecito area. Ishkanian watched the actress go to a market. When Heather got in her car, Ishkanian called 911, even though the car wasn’t even moving at the time
Now get this — sources say immediately after Ishkanian called 911, she called a paparazzi agency to give them the heads up Heather was about to be popped. TMZ obtained those photos, not knowing it was Ishkanian who set the ball in motion.
And it gets worse. Ishkanian apparently is the only witness who says Locklear was driving erratically and that she was drunk, even though it’s already established she was not under the influence of alcohol.

Actress Heather Locklear was arrested Saturday night on suspicion of driving under the influence of controlled substances in Montecito, authorities said. Locklear, who is no longer in custody, was arrested by the California Highway Patrol and booked about 7 p.m. after a citizen called 911 to report a woman’s erratic driving, said Tom Marshall, a spokesman for the CHP.
The person who reported the incident said she saw a woman who was visibly impaired, later identified to be Locklear, getting into a car in a Montecito parking lot Saturday afternoon about 4:30, Marshall said.
Locklear showed bizarre behavior, driving back and forth over a pair of sunglasses on the pavement and revving her engine. After leaving the parking lot, she stopped her car on the street and stumbled into the traffic lane, according to the caller, who followed Locklear out of concern, Marshall said. When the CHP officer arrived, Locklear’s car was parked on State Route 192 partially blocking a lane, Marshall said. The officer talked to her and determined that she was disoriented and “under the influence of something.” She was taken to the CHP’s Santa Barbara-area office to be tested for alcohol and drugs.
Locklear tested negative for alcohol. Other drug tests will be returned in a few days, Marshall said. The actress, best known for television shows such as “Melrose Place” and “Spin City,” was booked on charges of driving while impaired and being under the influence of a controlled substance.

Heather Locklear’s arrest are emerging, including a 911 call and the battery of tests the actress underwent Saturday evening.
A spokesperson for the California Highway Patrol confirmed to “The Insider” a 911 call was made by a concerned citizen around 4:30 PM Saturday after she observed a woman acting strangely and driving erratically as she left a parking lot in Montecito, California- an upscale town adjacent to Santa Barbara.
Among the details, the CHP rep says Locklear was observed by the citizen as backing over a pair of sunglasses several times while she was attempting to maneuver out of the parking area. The citizen observed her leaving and became concerned when they say they spotted the actress stop on East Valley Road, exit her vehicle and stumble into the traffic lane. When an officer arrived, Locklear was stopped in a travel lane. A CHP officer asked for her license, registration and proof of insurance and identified her as Heather Locklear.

According to the police report, Locklear appeared to be disoriented and after an on-scene evaluation, a DUI investigation was initiated and although impairment was exhibited during the tests, alcohol was ruled out as a factor. Locklear was taken to the police station, where she was tested for alcohol and drugs. She was booked at 7 p.m. Saturday on suspicion of driving under the influence of prescription medication and was later released from custody.

Locklear left a treatment facility in Arizona in July after receiving four weeks of treatment for anxiety and depression. Representatives for Locklear decline to comment but have referred “The Insider” to Locklear’s attorney.

Heather Locklear WAS in rehab– WAS. According to the Enquirer, Heather didn’t go to rehab to treat her “depression and anxiety” – she actually needed help with her addictions to alcohol, cocaine, and sleeping pills. On June 19 she checked into the Sierra Tucson clinic for treatment, but she checked OUT on July 4! Her publicist claims she’s still in treatment somewhere.
